Vietnam-China Friendship: Affection Spanning Two Centuries

Commenting on the viewpoint that “all guidelines and policies must truly stem from the aspirations, rights, legitimate and lawful interests, and happiness of the people” in the draft documents of the 14th National Congress of the Communist Party of Vietnam, Wei Wei explained that China has put forward the requirement that “the fruits of reform and development must benefit all the people more and in a fairer manner,” while Vietnam emphasizes “development for the happiness of the people.”

People’s livelihood is no small matter. It is directly related to the most vital and practical interests that people care about. Therefore, improving people’s welfare must be regarded as the fundamental goal of development. China’s reform and opening-up, as well as Vietnam’s Doi Moi, in the final analysis, are all aimed at bringing happiness to the people. Only then will the people support the Party’s reform and development line, unite the strength of all social strata into a combined force, and promote national development.

Regarding the policy of developing the private sector and improving the investment environment, Wei Wei noted that the private economy is a useful complement to the public economy, playing an important role in promoting economic growth while having the capacity to create jobs in a more flexible and effective manner. In the past, Vietnam placed greater emphasis on state-owned enterprises and foreign investment. In March 2025, at the National Conference on Private Economic Development, Party General Secretary To Lam affirmed that the private economy is one of the most important drivers of growth, while properly recognizing the role of this sector in Vietnam’s economy.

The policy of encouraging private-sector development will be accompanied by stronger support measures, creating a more favorable investment and business environment for the private sector, helping it achieve major breakthroughs in the coming period and make greater contributions to Vietnam’s development.

Vietnam has also implemented many practical measures to improve the investment environment. These include, from central to local levels, issuing policies to simplify administrative procedures, reduce appraisal processes, shorten licensing timeframes, and implement the “one-stop-shop” model. As a result, the investment environment has improved markedly, delivering significant results in domestic business establishment as well as attracting foreign investment, thereby contributing to raising the level of economic development.

On Vietnam–China cooperation in the time ahead, Wei Wei observed that in recent years, bilateral relations have developed increasingly closely. The building of the Vietnam-China Community with a Shared Future of strategic significance has made a positive start. Senior leaders of the two countries maintain close contacts, providing orientation and guidance for the development of bilateral relations. Economic and trade ties between the two countries are extremely close. China has continuously been Vietnam’s largest trading partner, while Vietnam is China’s largest trading partner in ASEAN and China’s fourth-largest trading partner globally.

The alignment between the Belt and Road framework and the “Two Corridors, One Belt” initiative continues to deepen. Cross-border railway projects and the construction of Vietnam-China smart border gates are being implemented in an orderly manner. Cooperation in supply chains and value chains between the two countries is growing ever closer. Chinese investment in Vietnam continues to increase. Cooperation in clean energy projects such as solar power and waste-to-energy generation is expanding steadily.

Hanoi’s Urban Railway Line No. 2, built by Chinese enterprises, has facilitated the daily travel of residents. An increasing number of high-quality Vietnamese agricultural products, such as durian and coconut, are appearing in millions of Chinese households.

People-to-people exchanges between the two countries are vibrant. China continued to be Vietnam’s largest source market in the first 11 months of 2025, with nearly 4.8 million arrivals. The two countries support each other and develop together, vividly demonstrating the spirit of solidarity and cooperation among Global South countries.

In the coming period, the two sides can strengthen cooperation in many areas such as scientific and technological innovation and green energy, and expand cooperation in emerging fields such as 5G, artificial intelligence, and new energy vehicles, thereby bringing more tangible benefits to the people of both countries.
