French Newspaper Assesses Vietnam’s Development Strategy for 2026-2030 Period

L’Humanité, the official newspaper of the French Communist Party (PCF), in its January 23 issue, published an article on the 14th National Congress of the Communist Party of Vietnam (the 14th Congress), which took place from January 19 to 23.

At a time when the world is experiencing multiple geopolitical conflicts, economic volatility, and climate-related challenges, the 14th National Congress of the Communist Party of Vietnam (January 19-23, 2026) has attracted significant attention from international media. Among them, L’Humanité - the long-standing newspaper of the French Communist Party - offered an in-depth analysis of Vietnam’s new development vision for the coming period.

The article in L’Humanité emphasized that after more than 40 years of Renewal, Vietnam has risen to become one of the world’s 40 largest economies, with GDP estimated at USD 514 billion in 2025, per capita income of around USD 5,000 per year, a poverty rate reduced to 1.3%, and 95.2% of the population covered by health insurance.

Building on these achievements, the congress outlined an ambitious development plan toward 2030, setting an average annual economic growth target of 10%, far exceeding the 6.3% recorded during the 2021-2025 period, which itself ranked among the highest globally.

The French newspaper placed particular emphasis on the need to strengthen strategic autonomy and resilience to external shocks, while promoting innovation, digital transformation, and the application of artificial intelligence as key policy pillars to drive a comprehensive transformation of the development model.

From an international perspective, French analysts assessed that these goals are not only significant for Vietnam’s internal socio-economic capacity, but also reflect Vietnam’s determination to engage more deeply in regional and global economic integration. In particular, a flexible multilateral foreign policy, based on cooperation with traditional partners such as the European Union and France, is regarded as a “key” enabling Vietnam to address trade protectionist pressures and enhance economic integration.

In recent years, France has consistently expressed its support for Vietnam’s strategic development orientation. According to international media, France considers Vietnam’s objectives to be reasonable and aligned with modern socio-economic development trends. At several bilateral events and cooperative forums, French representatives have reaffirmed their readiness to accompany Vietnam in areas such as clean energy transition, sustainable infrastructure development, and workforce upskilling.

In Paris and at various research centers, experts have also underscored the role of the Hanoi-Paris strategic partnership as a pillar for promoting cooperation in technology, education, and the economy. This partnership not only facilitates collaborative projects such as urban infrastructure development and high-speed railways, but also contributes to enhancing mutual understanding and cultural exchange between the two countries.

The article in the French newspaper also referred to the challenges facing Vietnam, from international trade pressures to the need to balance market development with social stability, and acknowledged the directness of Vietnam’s leadership in recognizing and addressing these issues.

In the eyes of international public opinion, particularly in France and among European partners, Vietnam’s long-term development strategy is viewed as a “positive expectation,” opening up opportunities for multifaceted and sustainable cooperation in the decade ahead.
