On June 8, on the occasion of attending the Blue Economy and Finance Forum within the framework of the 3rd United Nations Ocean Conference (UNOC 3) in France, Prime Minister Pham Minh Chinh met with President Rodrigo Chaves of Costa Rica, a co-host country of UNOC 3.

On August 5, Minister of Foreign Trade of Costa Rica Manuel Tovar Rivera presented a diplomatic note on Costa Rica's recognition of Vietnam as a country with a market economy. With this move, Costa Rica became the 73rd country to recognize Vietnam's market economy status.
